What would cause the voltage to drop to it? My car is surging, and sometimes it will show that area in black. But sometimes even when the idle is steady it will do this?

check the plug going into the oil pump and check the wiring for damage. i had the same problem and it was because the wiring had been chewed through from the ignition timing ring.
