Question Which way to adjust wastegate duty cycle to eliminate high end flutter

The subject really says it all. I went to the dyno and had a lot of high end flutter and I was just wondering which duty cycle to adjust (primary or secondary or both) and also whether I should take it higher or lower to get rid of high end flutter.
