i heard that there was a speed delimiter in the engine managment computers. is this true?

On the japanese imports, as standard they have a 112mph limit. However, the PowerFC removes this, or if running on the standard ecu, theres a little add on chip (I would guess about 50-60 dollars, in your money) that can remove the limit.
