power fc unlockable features?

I read on this website that the power fc has unlockable features is this true.

Can not control minimum primary injection pulse time at idle.

Can not run your own idle timing when using the ISC system for idle control.

Can not change the temperatures for the Air Temp vs Inj table and Water Temp Correction tables which are so unrealistic in their range from -30C to +80C.
