Power FC PFC voltage readings..from where?

PFC voltage readings..from where?
Anyone know at what point the Power FC takes voltage readings? I'm getting a reading of 15V on the commander but only mid 13's or so at idle at my cigarette lighter. I need to figure out at what point the voltage readings come from. Thanks!
