Power FC PFC have fuel cut on starting like stock?

PFC have fuel cut on starting like stock?
Just ordered my PFC and was wondering if it will cut the fuel if you floor it before you turn on the ignition like the stock ECU will. Unfortunately I really need that feature right now to help me get the water out of the combustion chamber due to my leaky coolant seals.
