Power FC No Primary Boost with PFC

No Primary Boost with PFC
Hi there everyone!
I have recently installed a power fc and hand controller to my JDM version 6 RX7. I found that with the power fc, I get no primary boost.
I have swapped back and forth between the stock ecu, which has the perfect 10-8-10 boost pattern and the power fc. I tore my hair out diagnosing primary boost problems with the pfc, and ultimately replaced the stock ecu thinking that the pfc could not be the cause but turns out it is as it is not present with the stock ECU.
It is strange as both turbo's come online to 10psi at the ~4500 rpm changeover point. I read that the wastegate pressure is 7psi, so I should be getting that at the minimum, not the 0psi I am getting.
Any help is much appreciated as I am all out of ideas on how to fix it and have to ask the experts. The only thing I can think of trying is to measure the voltage going to the ecu from the solenoid and see that it is in range.

EDIT: I have run the re initialisation procedure approximately 3 times in attempt to diagnose, so it should be on the base map.

I found a thread on another forum (if I am not allowed to post it let me know) of an individual with a similar problem.
apexi powerfc repair
I am thinking that I could try the PFC Apexi boost controller kit to fix the problem.

EDIT:
I have found that having swapped purge control solenoid plugs and second turbo control plugs can lead to this symptom on the power fc, but not on the stock ECU. If anyone knows which plugs they are in this image it would be greatly appreciated if you could let me know, as I cannot find a diagram for the plugs online!
