Issues with new PFC - need the pros here

Need a little help here. I am confident that eventually I will get to the root cause, but right now I'm tired and could use some input. I recently went thru my third 93 fd completely, turning an automatic into a manual, removing unnecessaries ( AC, ABS, Pwr str, etc. etc ) and finally wrapped things up and ready for a startup. Gave everything a good last looking over and we are good to go. Turn the key to On and immediately noticed that the fuel pump does not fire up as usual. The engine turns over as normal if I go to start. I check the Fuel pump relay and it is not getting 12v on the L/R wire and also the Circuit opening relay is not completing it's circuit to supply the L/R wire from the L wire ( fuel pump 20A wire ). The B/LG is hot. So after some testing I find that the problem is that the PFC is not grounding the L/W ( 1K ) and the L/B ( 1T ) wires when the key is switched to ON. I checked the curcuits from the relays all the way back to these two pins on #1 ECU yellow connector and they are good. I also checked for power (1A) and good grounds 4A, B and C and they tested ok. The commander fires up as it should normally also. I have two other known good PFCs I can swap in, but first I wanted to share this with the team.

So this is where I am now, tomorrow is another day. I have not seen this problem before, maybe I got a bad PFC. How about the experts....Anyone want to chime in ? Chuck ?

Never did an auto to manual conversion. Swap PFCs is the easiest test to do,
since the PFC is not grounding as you said.
