Power FC Help encounter a weird problem?

Ok I just got done with a rebuilted motor in my 93 automatic. The problem I'm having is that the stock ecu would not prime the fuel pump but when I use the PFC is primed the FP. My question is would the pins on the stock ecu and PFC are the same right?
Also when I crank the motor it read 90rpm, I was told it needs to be around 250-400rpm. So is my rpm reading too low to start the motor? I got a new battery so what would cause the cranking be low?

The stock ecu does prime the fuel but for a brief time. Both are insufficient for starting a rebult engine without much cranking. You have to manually prime it yourself. Read the FSM.
Does it sound like only 90rpm or just recording that amount?
Maybe you have bad wiring connections since you did just rebuild it.

I check the voltage for the FP and when I turned the ignition ON there's no power on a stock ecu ( I use 5 different stock ecu) but when I plugged the PFC it show around 7volt. The datalogit recorded 90 rpm on cranking, is this too low and what can I do to get it up to 200ish rpm? I put more ground wire on the negative and cleaned all the grounding point.
