No it is not. I ran mine for nearly a year without one, but you will wish you had it for monitoring. Not to mention that it's much more expensive to purchase separately, so my advice would be to bite the bullet and order it up front!
I would strongly consider getting the Commander. For starters, you have to have either the Commander or the Data-logit to tune the PFC. Secondly, with the Commander, you have access to the readings from all of the car's sensors at any time without having to have a laptop in the car. This is a big plus in my book.

I recommend hacking up a cell phone belt clip (I used a Motorola) and using the cig lighter socket. If you have a 93, you can buy a nice mount from Gotham Racing that mounts in the glovebox.

he has the controls molded next to the shifter, and the screen is in front of the tac.

I would strongly urge getting the Commander, it is VERY useful and will save you money in the long run because it replaces many other (useful) gauges.
You can use both the commander and the Datalogit at the same time (the Datalogit has a slot to plug the commander into), the datalogit (imo) is really only useful and convenient during the times you are actively tuning your ECU (unless you wanna be Mad Tyte with a laptop in the passenger seat all the time), otherwise it's just a little box sitting above your PFC behind the kick panel.
