REPU/Title

Has anyone been through this before? I've got a chance to pick up a REPU , but it doesn't have a title. The guy bought it at a towing company in California a few years ago, brought it to Washington State and never put it on the road. He says he has all of the paperwork from the towing company: bill of sale, lean notice etc.
The price is right on this truck and I hate to pass it up just because of some government paperwork.

Call the DMV and find out what they need to put it in your name. Any prior DMV fees due?

Wouldn't hurt to ask if it has a lien on it or stolen.

Can't you just apply for a title? I had to do that with my old '71 RX-2 that had been off the road for 10+ years, it was no longer in DMV records. I'm assuming if you have all that paperwork from the towing company it shouldn't be a problem.
