I believe the lever on the left of the steering column is it. Halfway up is low, all the wayup is high.

When you turn the main headlight switch to "on" and you pull up on the wiper switch, it should click and the high beams should come on. If it just clicks and the high beams don't come "on", then this might indicate that the high beam detent switch is either worn-out or broken and will need to be replaced.
Good-luck with it.

Pull up or pull in towards me? It pulls in but does not stay. The regular beams flash when the lights aren't on but with the lights on it does nothing. Do you guys think possibly cleaning the multifunction switch would fix it or does it just need replacing? Thanks guys.

Well, pulling up or pushing down on the wiper/turn signal switch will activate the left and right turn signal lights. So, what I meant to say was (pull in towards you) on the said switch and that should click and activate the high beams. If it doesn't stay in that position then it might need to be replaced. Otherwise, you can try to repair it. I personally haven't tried to repair one before, but I did however, replace mine with a used courier's switch. It works fine.
