I've asked fellow rotor-heads who live in Japan in the past and IIRC, the extra set of spark plugs was simply there to burn any remaining unburnt fuel from the combustion cycle. <--- It made sense in the past when stand alone engine management wasn't that great. I believe he no longer uses this method.

two reasons for the extra plugs

1. the extra set of plugs is for initial start-up. Its highly recommended to be used in Socal since owners and cars tend to hibernate during cold winter months (50* that is)

2. this is to show them that rotaries came with 2 sets of engine.. A 4 cylinder and a 6 cylinder

Fchoncho that made sense...the seller said it has been in storage for some times but didn't say for how long.

I don't know about wacky's take on his hibernation in the winter time. I think all his car's are always in hibernation no matter what season it is.
