Well if you only have to do it once you could borrow a cat from some one.
Lean the car out a bit and test it. Then take the cat back off and return it to standard tune.

Got my truck Registered. It didn't pass emissions, but it did. Still pisses me off because it's got a new cat, 02 sensor, oil, and plugs and still failed CO and CO+CO2 but passed HC. Still has no EGR and Aftermarket Header and the Previous owner monkeyed with the AFM spring(similar to rx7 flapper style). Runs good..
DEQ Vin Inspection and Emisions Test $19.
Plates, Tags, Title transfer $194.
Driving a Legally Registered Smog Compliant Vehicle in the Portland Oregon Area, Priceless. (not really, I was pretty pissed about the total cost and not legitimately passing.)
My temp permit on the FC expires today, here's a clip from last weekend... (poor video editing skills/software)

Well, the move is coming closer! I am more and more terrified of the DEQ inspection I will have to get at some point. I am debating just reinstalling the air pump this spring, the only downside is that I would have to reinstall all the other associated hardware and pumps that were removed by the previous owner (ps/ac).
Another question for you kind folks. Does anyone know offhand how long I can drive in Oregon before having to get the vehicle registered there? I am assuming this has to do with residency and such things as that so would I be granted a year? Keep in mind, I am not trying to dodge the emissions issue, just wondering what the "grace" period is.
