You can only give out 10 reputations per 24 hours and once you give rep to one person you have to give it to 20 other people before you can give it to them again.

For every 1000 posts you have that = 1 rep point when you give it to someone, for every year you've been registered that = 1 rep point, for every 100 positive reputation points you have that = 1 rep point. If someone has negative reputation, under 1k posts and 1 year active, or neutral reputation (any of these things) they only give out neutral reputation to someone, they cannot give positive or negative. If they try to do either it shows up as a white/grey dot in the users control panel as a neutral point.

For example.

I have been registered since 2003 = 2 points
I have 6k+ posts = 6 points
I have 227 reputation points = 2 points

So when I give out reputation it is worth 10 positive or negative depending on if I approve or disapprove. Pretty neat eh?

Damn, I don't think 20 other people deserver good rep points.

Thanks, I see now. I often wondered why they would increase by a few instead of one at a time.
