Ignition woes

I'm just checking to see if any local people can figure this one out.

I've searched and have not seen anything similar to my symptoms, so here we go:
(1991 with a J-SPEC TII swap/ N374 ECU/ NA wiring harness)

No spark from plugs when grounded to body.
I have checked the following:

-Coils (both L and T) have power
-CAS is wired correctly to ecu
-Relays click, so i am assuming they are fine since the coils have power.
-when it was cranking, the volt meter read 0.01v on the ecu output to the leading coil (haven't connected the oscilloscope yet, but will soon to get a better reading)
-coil wires are wired correctly to ecu

What else can I test? What other inputs does the ECU need to see in order to fire the coils?

I have been reading quite a bit that the N374 ECU is trash. Is it possible that I may need a N370?

hmmm weird im got spark to mine but no starting....whats the diff with n373 and n370? where the n370 come from?

I think N370 is A-SPEC, whereas N374 is J-SPEC.

I'd check your fuel delivery system, or its possibly flooded.

I failed to also mention that I have the Neutral switch disconnected(I think it connects to tranny somewhere) and also 2 wires that have same connector(barrel style) and are grounds.

I am doubtful, but would these affect it?
