Your motor is beautiful! As far as passing emissions.... get it registared in a county without emmisions. I did this for a few years but that damn monorail tax made it harder for me to do. OR
I have the same exhaust in both my 91 and 87 T2s. I bought a Bonz 3 inch cat, and the flanges from racing beat to mate up to the exhaust. I had a muffler shop weld them up so that they fit inline with the exhaust instead of the pre muffler. Then just run the engine with the air pump, and tweek the fuel a little and I pass with flying colours. Its kinda pricey, but if you are going to be keeping the car till the 25 year exempt period it wouldn't be too bad. The part i like best is that I can swap it between my two cars for emissions, then hang it in the shed for two years so as not to clog

In order to receive a waiver you must take your car to a Wa state emissions certified shop and spend at least $150. Also, they are supposed to perform a visual inspection of the car to make sure all emissions components are there. You then re-test and if you do not pass you should be given a waiver by the state
