So I have looked and can find anything on my issue. I recently bought a beautiful 88 rx7 turboii and today I tried my wipers. You can here the motors turn on but the wipers them self won't move.

take the 4 bolts out that mount the motor to the firewall and slide it out a little. if it comes completely out then the rod obviously just popped off, which can be snapped back on with some long needle nose pliers and some tricky maneuvering.
It's also possible that the socket teeth on the wiper arms are stripped out. They are soft and made to strip out rather than the teeth on the wiper armature...usually in situations like the blades being frozen to the windshield or iced up and otherwise unable to move. A little unusual that they would both be stripped or that they wouldn't move at all, but if that's the case, you have to buy/find new arms.
Probably the shop did not press the wiper arm all the way onto the splined wiper stub shaft when they bolted them back on. You have to remove the wiper arm spring tension and push them down onto the stub shaft while you tighten the bolt.
