Why can't I add pics to my VBGarage?

Why can't I add pics to my VBGarage?
When I edit my garage, it tells me that there is a limit to the number of pictures that can be uploaded and that my current limit is
and then it's blank. and there's no upload icon or button.
What am I missing?
Where can I add?
Garage, not gallery.
