The wheel has 3 different load ratings depending on the PCD spacing that is used. I imagine wherever that first picture is from is from a part of the wheel that isn't the face that has the holes -- maybe it's on the rim or something. Since that piece is 'agnostic' to the hole spacing, they just put all three load ratings on it. Or maybe it's on the face, but rather than worrying about having the machine use different markings whenever the PCD is changed, they just stamp all of them with all the potential ratings for that wheel to make it easy.

The top line doesn't specify, but a high-quality wheel that is 690KG at 5x114.3 is usually going to be rated at 730KG at 5x130 -- so presumably that's the rating for the 5x130 PCD (also an option on these Meister S1s) it just doesn't specify that. They probably had a row or character limit, and just opted to put "VIA" there instead as it is required to be on the wheel.
