Exclamation What is this part!?

Okay so I have this reservoir tank and its completely empty, and I have no Idea what it is. My friend told me it was my antifreeze but I already found the reservoir for that...Unless I have two?
I located the brake fluid as well so my guess is its power steering but I'm still not sure, I'll point it out in a couple pictures. The engine is a 13b by the way. Thanks
If its of any help there also seems to be a hose that lets out excess liquid kinda like the antifreeze does.

Its in the upper left hand corner.

cold start assist bottle.
it is usually filled with some coolant.
You can delete that if you wish and there are many threads telling you how to do so.Correctly.

There's a correct way??? Oops I just took mine out .
