The tan-ish colored thing inside the yellow circle? That looks like the power steering fluid dipstick. And since I see you still have the PS pump being driven by its belt, you should care about it because if that pump is running dry it won't last very long. If you drove the car, you'll notice it takes more effort/muscle to steer during low speed parking maneuvers.
though it looks much higher, it seems to be right about where the oil dipstick should be. is that one there in addition to the oil dipstick?
can you get a closer shot of it - preferably from the driver's fender?
I made the same mistake at first, but I found the oil dipstick right behind and under it.

Oh? I thought I was just getting old and weak. Could you verify that that's what it is based on the picture above?
