There is no best EMS.

The best EMS is the one you are familiar with.

Failing that, the best EMS is the one your tuner is familiar with.

Commonly used EMSs on the RX-7 are the Haltech, Microtech, PowerFC, Megasquirt.

Like Aaron Cake said, the "best" EMS's depend on the type of car, your tuning (or tuner's) preferences, and what performance level you expect.
