Vacuum line assistance

Hello,
I was in the process of installing a new fan sensor when I noticed a vacuum line missing a hose (i attached a picture below with my finger pointing at it). Was there supposed to be a hose there or a plug? When i first pulled off the expansion manifold, it felt like a deteriorated ruber plug was on it. I've been down on boost since i bought the car (only 2psi at any given time). I noticed one of my silcone hoses to my intercooler was ripped and I think that's my issue for being low on boost but I just want to makesure my car is good before taking it to get tuned. Thank you for your help.
