Turbo rebuild replacing CHRA

Hi I have a 1993 rhd rx7fd that currently has a smoking turbo that needs a rebuild.
From what I learned from different post and comments from Bryan at BNR 20 years ago that these HT12 twin turbos are unrebuildable due to how fragile the CHRA is. My question is since I'm on a limited budget here( can't afford a new turbo...) would replacing the CHRA assembly be an alternative option than replacing the seals(turbo kit)?
Also have anyone had experience buying turbos from IAP ( invasion auto products)? They seem to have a good deal on these turbos but the customer reviews are pushing me off.

Therefore I wonder if replcing the entire CHRA but keeping the original housing would work? I saw there are stage 1s for sale from BNR at a good price range for me.
