Trouble starting when cold

Okay my Mazda takes a while to start when it is cold and it burns a little oil I know this is telling me it time for a rebuild (Twin turbo time!!!!) but i am missing emission controls because of an electrical fire could that be misleading me to think I need a rebuild car runs okay when you get on the road. Sorry bout long post.

Details...year car? Stock engine or swap? Carb or EFI?..etc...give us a run down on the car and when was the last time you remember this NOT happening in the cold?

1988 mazda rx7 convertible. Bunch of miles(223,000) yeah i know lol never been rebuilt 13b. All stock nothing done to it.

I just got 78 RX7 SA, I also have cold start problem and can't use the auto cold start chok. My car get a very rough (vibration) at 1,200 rpm. Is it any wrong of my carburator.
