Tranny problems :(

Okay i bought the car originally thinking the master cylinder was gone so i bought a new one and replaced it but the issue is still there. I have had a friend assist me in attempting to bleed it the slave cylinder seems to be bleed properly no air seems to be in the line but when the slave cylinder is closed the clutch pedal seems to get stuck before its all the way down. Ive tried bleeding it a couple more times as well and the only thing i can seem to think of is that, the old rusty shift fork is just stuck or broken im kinda clueless any help would be much appriciated and also i started it for the first time the other day since ive had it and it seemed to idle quite high now im new to the rotorary motors and i was told it has been sitting a while...and inside it sounded like a buzzer was going off extremly loud????? HELP PLZZZZZ
