Timing issue.
I'm trying to figure out what is going on with the trailing coil on the second rotor. Leading coil was on target 5 degree on both 1 and 2 rotor. Now the Trailing on first rotor is at 20 degrees but on the second rotor I can't get anything out of it. Could it be a faulty ECU? or Bad igniter?

Not the ecu. Possibly a bad coil, but you should do a little more testing before jumping to that conclusion. While the engine is idling, pull off the plug wire for the second trailing plug (at the coil). With it just barely pulled out, you should see spark jumping across the gap. That will tell you if that half of the coil is firing. I believe the FSM also has some multimeter tests for the coils too.
Also, make sure the car is warmed up fully & idling below 1k rpm before you try to check timing. Above that mark, the ecu will adjust timing on its own.
