PA Taking belts off a 1988 S4

I'm swapping engines on my 1988 S4 and was progressing well until it came time to take the belts off. The most outmost one is for the power steering and I can not figure out how to loosen it!!! I see a long bolt (about 6 inches) that appears to be an adjustment type but all it does it unscrew the itself out and the round device the bolt goes through stays where it is. The tensioning pulley that it is attached to the round device has a 14mm nut that when I go to unloosen feels so tight that I'm afraid I will break something.

The online FSM says nothing specific, nor does the Haynes manual. All simply say "remove belt". A search on RX7club provides no meaningful hits. It must be obvious but I am not seeing it.

Is it the removal of the 14mm nut? Then I will need to use a breaker bar.

Please confirm or explain to this newbie.
