hello i just purchased an rx7 has full exhaust. The car at times wont start and i have to take a chip out and then put it back in to start it. my friend said i should do a basic tune up cause that means my engine is flooded.

PLease tell me what i should do to the car what to replace to fix the problem and what parts to replace also for a basic tune up and where i can buy the parts....sparkplugs, ignition cable, starter, fuel pump, oi cooler lines ect. please and thank you!
