Starting issues on my 80 rx7

When I go to start the car when I turn the key off it still continues to try and turn over is that a bad ignition switch or the starter ??

Do not quote me but I would assume that it has to do with the switch. The starter is activated by that switch so it only makes sense that it's the switch correct?
