That's mostly because the car puts out 165HP on a good day and with normal wear and tear over 19 years, probably isn't running as well as it did the day it was produced.

My guess is the car just doent have the grunt to get going much faster.
But yeah where are you going 200 Kph. Hopefully the racetrack.
