secondary turbo issue on FD

secondary turbo issue on FD
Having an issue with my secondary turbo, well at least I think it is. The issue I am having only appears on 3,4 and 5th gears. When wide open throttle from around 3000 rpm it bogs down at around 3500-4000 rpm. The boost gauge hits a high of 1.1-1.2bar.
The odd thing is that if the throttle is a tiny bit closed then it rev's perfectly fine in all the gears, it's only when it's completely open. Now if it's above 4000 rpm and I got flat out then it will rev to the redline fine at about 1 bar.
So I am reckoning that during the switch over this is where the spike is happening at only wot. I tried to remedy this by putting in a manual boost controller between the first and secondary turbo to limit the amount of boost. However the boost controller seems to have no effect whatsoever and runs exactly the same as usual regardless of how I set it.
this is the type I have got
Tried to follow the guide on there but regardless of how I set it up the car runs exactly the same somehow.
This problem only came to light when taking it onto a solid state dyno, guy was only able to hold throttle at 3/4 rev's. Now on the road it is actually perfectly fine as i'd never got wot from low rev's in a high gear but is something I'd like to sort out.
The only mods on the car are k and n filters and I have defi gauges to check the boost.
