Seat Belt Light Blinking?
Here's a random problem. On cold mornings only and until the car warms up. The seat belt light (that otherwise NEVER illuminates) blinks repeatedly. Maybe this is a common problem; not sure. Haven't had time to investigate and I am experienced in wiring, but here's a brain teaser in the mean time.

Assuming you're talking about an fd...
That would be your f100/f110 relay going out. It's the big black box thing under your dash that has a few plugs going into it. It will say f100 or f110 on it. Have you tried operating your windows when you get the flashing seat belt light? With the car off can you hear a faint clicking sound from the dash?
There's a few threads about the real on the forum already. Believe it or not, I had this very problem pretty recently and after I replaced my f100 relay, the problem is gone. There's threads on how to repair it if you don't want to replace it.
