SARD electrical sweeper.. what??

http://www.rhdjapan.com/sard-electrical-sweeper-56121

So this thing is a voltage regulator right?
I posted a thread a while back that described a pretty severe voltage drop when i apply a lot of electrical load. Like, windows going up at the same time as pressing the brake with the lights up and wipers going (but mostly even when I just apply the brakes). I haven;t solved this mystery, even though I checked the BAC operation with a multimeter among other things that the FSM suggests.
Would something like this solve anything or is it the equivalent of a grounding kit?

Those things are a waste of money imo, is your alternator on its way out?

I had my alt. rebuilt about 2 months ago. I can only assume that it was done properly. The car charges fine at just above 14 V according to the guage until I hit the brakes or apply a lot of load.
This thread is more about the product though. If it's a waste it's a waste. Just wanted to know if anyone has had a chance to test it out or anything like that.
