Just don't drive it.

Little flames, could mean the PD or injector seals have failed and burnt up everything, or it could mean there was just a little leak.

either way, if it is not running and it is leaking fuel, I wouldn't pay more than $5000

that sounds tricky. what would be the price range to fix something like that? seems like a sketchy situation?

Geez almighty, flames under the intake manifold is just seconds away from the whole car catching fire and being totalled. You shouldn't even do a proper compression test in this condition, which is very important to ensure the engine is ok.

Just the fact that flames already happened suggests damaged wiring and solenoids, which even an experienced DIY'er would need at least a grand to get fixed. Maybe more.

Tell the moron to not start the car again and offer him $5k. Then have it towed to a rotary shop and let them start fixing it. With some luck you'll have a good car for under $8k.

Even if the engine turns out to be in fabulous shape, and the exterior and interior are mint, you'll probably get a better value with another FD.

he said the engine is a ok and the shop said it was a fuel leak. nothing caught onfire except the engine harness and some of the rubber hoses melted.

That harness costs over $800 and those hoses control all kinds of important stuff. Fuel line kit is over $100. You have at least a grand in parts and 8 hours of labor at a minimum before it is safe to start that car again. Injectors, solenoids, sensors, gaskets, and hoses too.

Since I know how to replace those parts I'd be making low offers and explaining how much damage could already have been done. If the seller doesn't seem to "get" the seriousness of the problem then you'll probably end up paying too much.
