Question about dual throttle

CA Question about dual throttle

I bought this car about a month ago and I'm the 4th owner. The owner prior to the gentleman that I bought it from modified the car in ways undisclosed to the next owner.

Anyways, long story short, I removed the elbow today and noticed that when off and at rest, the dual butterflies are completely open. Is that right? I'm just trying to get the car back to normal to last as long as possible till I save enough money for a TII swap. The motor still runs fine, it just tends to have a bouncy idle from time to time. Sometimes when driving, if I don't slow the engine down in gear till about idle speed before dropping into neutral, the idle will stand at about 1500.

Frustrated and just looking for some help! Thanks in advance!

So this is an FC/2nd gen?

The outer set of secondary throttle plates are there to smooth out sudden throttle input. There are a few different versions of this system, but in most cases the diaphragms fail, which leave them permanently in the open position. You can test the diaphragm with a vacuum hand pump. If the plates move with vacuum applied, it's still functional.

There is also the "TB mod", which removes these plates. The net effect is basically just simplifying the TB.
