There should be an FAQ on this somewhere on this forum.
Since I am an oldie, return back into the rotaries.... You should have a light gauge that tells you when the TPS is correctly set. If you do, and it does not respond, well....your TPS is shot or the harness has an issue.

There are a series of wires coming "from" the TPS. One of these wires is Green/Red. This is the wire to focus on. You place the Red meter lead into the back of the TPS plug such that it is jammed into the plug and making contact with the metal clip inside the plug. This way the meter lead is held in place and you don't have to hold it by hand. Then the Black meter lead goes to a ground like the alternator housing. With the meter set to DC volts the G/R wire should read 1 volt w/key to on. The caveat is the engine has to be "fully warmed." Takes at least 20 minutes of driving time so if you're just planning to idle the car then it will take a rather long time to arm it up sufficiently. The setting of the TPS has to be done right after turning the engine off or you could elect to do it while running but just be careful of what you are doing.
