In your intro post, you said the car has a 3" straight though exhaust. Besides being oversized for the car (2.5" is more than enough), an open exhaust on an S4 will render the auxiliary port actuators useless. The previous owner probably wired them open to get around this. The result is a big loss of torque under 3800 RPM.

You may also have problems with the emissions removal that when combined with wired open ports leads to poor driveability. It's difficult to say what exactly, but vacuum leaks are common, and a lot of people botch the removal process. You might want to find some of the many removal threads in the 2nd gen section, download the FSM, and get to work checking over everything that's been done to the car.

Take a look at this thread for hot start info: https://www.rx7club.com/new-member-rx-7-technical-256/starting-problems-become-more-tricky-889110/. The link in there explains how to modify the injector duty cycle on hot starts. This will not work if the injectors are actually dirty enough to leak fuel.
