Overboost/fuel cut with power fc?

So im new to the forum so forgive me if this has been asked before I tried a search with no luck. I am looking to buy a 93 rx7 and sort of found one except there is one issue apparently according to the owner it started to "overboost". The car is modded as follows. Power fc ecu, hks bov, greddy intake elbow, koyo rad, peter ferrel intercooler, greddy profec2 boost controller, upgraded fuel pump not sure the type, hks exhaust and greddy downpipe. The car is apparently tuned for 10 psi. What happenes with the car is at low rpm the car will build close to 15 psi and seems to pull ok but as soon as the second turbo kicks in power cuts. The owner says its cutting fuel to prevent "overboosting". What I asking is 1 do any of you guys know what this could be and 2 will this likely be a major or minor problem to fix. The problem is that the stock wategates are not large enough to control boost once airflow is increased through the engine.

And the addition of a boost controller does not help as who knows if it is set up correctly.

So, I would recommend disconnecting the boost controller then seeing if the problem is still there.

If it is, then the wastegates will need to be ported.

12 PSI is WAY too much boost for the stock injectors.

Ok thanks for the help! Would you by chance know if a power fc ecu will do a fuel cut if too much boost is made for a perticular tune?
