No power to fuel pump

Question No power to fuel pump

Greetings,
I have a 1985 RX 7 with the 12a engine. recently the car ran out of gas. We refilled it and were unable to restart the car. There was no fuel being delivered to the carb.

So far I have replaced the fuel filter, replaced the fuel cutoff relay and verified all fuses are good. I do have a Haynes manual and have tested the voltage to the relay.

Both Black/White wires supply 12v with the key in the on posistion. I have cehcked the voltage on the black/yellow wire that goes to the ecu and it is less than 1.5 volts in the on posistion. but no voltage back to the fulel pump on the Blue/White wire.

If I jump the black/white wire to the Blue/White the pump runs.

I have also grounded the black/yellow wire , but the relay still does not send voltage to the pump.
i am stumped here. Any suggestions?? Should I just by-pass the relay??
