4- what is something i should look for when i look at it again?
5-should it still pretty much turn over if its the seal?

You're describing a car with a blown engine. Rebuilding the engine will be anywhere from about $1000 to $5000 depending on if you do the work yourself or pay someone else, as well as what other parts may need replacing (ie housings, rotors, etc...). I'd suggest finding a car with a running engine.

rotaryrocket88 said it all to your question....

but im assuming that you have never owned a rx7/rotary engine before.? i would recommend doing some reading online before purchasing the vehicle.. may not be the best idea to buy a rx7 with blown seals for a first impression, unless your pretty mechanically incline and is willing to give in with the time and money... not only that, you may need to fine rotors, irons, or housings if their ruin or in badd shape... but for the most part, the price that its selling for looks good. if the body is fair or straight and interior is in good or decent shape, thats a plus... ;D
