need help BAC valve question

I was told my idle prob was probly from my BAC valve i have took it off and tested it i unpluged it from the car first and the idle didnt change at all. then i tested the resistance and it said it was supposed to be between 9-13 ohms it was at about 26. i tested it and it does click and there is 9 volts comming through the plugin. i was wondering if it was bad or it didnt have enogh volts.

Testing the BAC in this way is almost pointless.

A short pulse with 12V should cause the BAC to click and the plunger to move. Only apply it for a split second as to avoid burning out the oil. If the BAC works, then it probably just needs to be cleaned out. Use carb cleaner.
