as far as I know, when you first turn the key to run (engine off), you should hear the fuel pump run for a second to prime the system. Then it should only run when you are starting the car or it is running, so basically if the engine is spinning, the fuel pump is running. as far as the relay location, I have no idea.

The 79-83 cars have the pump run whenever the key is in the ON position. Starting in '84/'85, the emissions control unit triggers the fuel pump relay either during cranking or when the car is running. There is no fuel pump relay on your car. Power goes from ignition switch, thru a 10A fuse, directly to the pump. Check fuses 1st, then check voltage at the pump with the key turned to the ON position.

Wiring diagrams and factory service manuals can be found here: http://foxed.ca/foxed/index.php?page=rx7manual

They don't have an FSM for the '83 on the site, but the '85 will be fairly close on most things.

Good luck.

addict is correct. The fuel pump is easy to access, just put a multi meter on it with the key on and make sure you have power to the pump.
