CO My turbo has broken tips.Is it still OK?

If you look under the for sale section I HAD a used TII swap, well a person was going to buy it and asked about the turbo specs and upon closer inspection I noticed all but one of the fins in the turbine (exhaust) side where broken.

It looks like this:

What could have caused this? note this is not my picture but one of another rx7 stock turbo, same thing, only mine has one good fin.

and I know the turbo is shot (mods must have edited my title)

Any theories uf what could have been the cause?

chipped an apex seal?..chucked a side seal?
It had to come from the engine to go through the turbo.

Well my theory is that it was a used turbo that was put on the block since all seals seem to be in place.

Could have also been excessive EGTs but I'd expect more melting if that was the case. My bet is foreign matter.

I pulled of the turbo and the exhaust manifold despite the weather and found that all the apex seals are in their grooves and with a flashlight looked at the housings and saw no visible damage, it does seem to have low compression on the rear although hard to say the exact reason.
Perhaps a jammed side or corner seal since it sat for over a year previously.
