Metal piece in top of 93 fd gas tank

I dropped my tank to clean it and there is a thin metal piece hanging from the top of my tank. It is rusted and is pulling free. What is the purpose of this piece?

I’ve never had the tank out on my car. Pictures would probably help. But if I had to guess, maybe a ground strap. Is there any evidence to suggest it was once attached to the chassis somewhere?
If it is a ground, the purpose obviously would be to prevent static electrical build-up that might spark.
