Looking at FC w/ dellorto Racing beat 48 side draft?

First of all, I don't know quite what that is or if it is any good. Below are 2 pictures from the ad. Something looks like its missing? Isn't the carb supposed to attach to the 2 intake inlets?

Please forgive my novice, I'm very young and have never worked with a carbureted engine before....

Those inlets are the velocity stacks of the carb. It is missing an air filter though.

Is that a good intake setup? Does that require any tuning or will the car run lean/rich?
