Looking at a current 99 RX7 13B REW. Any potential concerns / stuff I should be aware

Hello everybody, I am new to rotarys and have some experience working on piston engines, but I really like the rx7 and want to get into rotaries. I am currently looking at one, and above is a picture of the engine bay.
From the photos and the information given by the seller, all the modifications are purely cosmetic and everything in the engine is stock. I've done a fair amount of research on these cars, and I'm going into this purchase knowing that works definetly needs to be done on it. Also the amount of surface rust is a bit concerning for me.

Aside from that, are there any thoughts / opinions? I would love to hear anyone has to say!

Compression test and maintenance records.

Does it run? Does it start hot and cold?
How are the hoses? Supple and soft or hard as a rock?
