When you say "film of oil" do you mean a soot deposit or actual oily deposit? If it is actually oily, I would suspect the oil control ring(s) are failing. If the engine has a bunch of miles on it, that would not be unusual. The rubber "O" rings will deteriorate over time given the environment they experience within the engine.
My S5 turbo has 78K miles on it and at high revs when shifting, it puts out great clouds of oil smoke. However, there are no oily deposits on the tail pipes, so your problem seems more severe.
