Identify one way valve on nikki carb 82
As far as i could tell that is a vacuum delay valve. As far as it being important it's hard to say what the consequences would be if removed. I would suggest keeping it on if possible. Mazda put it there for a good reason. If it was not needed just think of the money saved by leaving this out.
Well I've removed the rats nest, all the extra emissions stuff: ACV, shutter valvue, also removed the OMP, on the valvue if its really required where would I get a replacement? Because no air moves through it. And if it can be bypassed should I run a straight tube or block off where it used to run? I know on the newer rx-7 they said it didn't affect drivability much but haven't seen much information on the older cars.

Well that tube seems to go to your choke diaphragm. If you removed emission it you can just cap off the nipple.
